The 2 to 20 microwatts would come from what they call the head part of your body that includes your head, shoulders, heart and kidneys.

The first cell phone towers were developed in 1972 when the Federal Communications Commission (FCC) started giving out “cell phone tower” permits.

The FCC limits their power to 5 watts on microstrip antennas that use frequencies of 1,900 and 2,425MHz and that have no magnetic field sensitivity.
Micros-trip antennas were first developed in the 1950s. Slot antennas can operate at a large variety of microwave frequencies.
They can operate on frequencies up to 1,900MHz. Slot antennas are not specifically assigned by the FCC to any given frequency.
The FCC only restricts the maximum power that they can emit. It limits them to 5 watts. They are not designed to emit any particular radiation pattern. Slot antennas were developed in the 1970s.
The FCC has set the maximum power limits for antennas at 100 to 600 times the power that slot antennas can emit.
These limits have been developed for the transmission and receiving of radio frequency (RF) signals that are broadcast through the air.
These are not the limits set for transmitting or receiving microwaves. Microstrip antennas are limited to 3 watts and slot antennas are limited to 5 watts of power on the 2,425 and 1,900MHz.
There are a total of 18 different countries that receive licences to put up cell phone towers and transmit radiation.
These nations include Japan, France, Germany, Canada, the United Kingdom, Italy, Russia, Mexico, China, South Korea, Spain, Australia, Korea, Israel, the Netherlands, Belgium, Austria, Switzerland and more.
